Prohibition of double parking and parking at dropped footwaysOne of the primary objectives of the Traffic Management Act (TMA) 2004 was to give to local authorities outside London the enforcement powers that local authorities in London had received with local legislation. One of these was the power to issue penalty charge notices (PCNs) to motorists who parked alongside dropped kerbs or more thatn 50 cm from the kerb. However the power in theTMA 2004 has one significantly difference from the London legistlation - it does not expressly exempt local authorities outside London from the general requirement that parking restrictions be indicated with appropriate traffic signs and road markings. Therefore, this consultation proposes to amend section 85 and 86 of the TMA 2004 to remove the requirement for signs and road markings. Comments by 19 October 2008.
