IHIE Professional Certificate in Development Control
Training and Certifying Development Control Practitioners
Highway Development Control is assuming greater professional and political significance in delivering and managing the sustainable communities agenda.
At last there's a structured training programme delivering the information and skills you need to become a Highway Development Control professional. And a Professional Certificate to confirm your achievements at Foundation Level, providing a sound foundation for a career in highway development control.
To give new staff an overview, there's the IHIE course" Introduction to Highway Development Control":/events/courses/introduction-to-development-co/ which prepares you for the Development Control Training Programme.
The following six day Training Programme is designed for staff working in technical support roles, primarily in local authorities. It can lead to Engineering Technician registration with the Engineering Council (UK).
The foundation level IHIE Professional Certificate is open to all comers but completion of the Training Programme will ensure a rounded knowledge of the discipline. Experienced technicians can apply direct for the Professional Certificate by compiling a portfolio of documents produced at work to present at a review by two assessors.

The Training Programme has been developed by TMS Consultancy in partnership with the Southern and Eastern Development Control Forum (the originators) and IHIE. A unique feature of the course is that learning is assessed through completion of four assignments. Two six day programmes will be offered every year accomodating 16 delegates each.
To go on to gain the full IHIE Professional Certificate, candidates present their assignments or a portfolio of work at a review by two assessors who measure them against the development control Statements of Competence. The Certificate leads into the National Vocational Qualification 3 in Transportation (NTQ3) and Engineering Technician registration.

An employer's view
Carol Craven, Essex CC, welcoming the IHIE Certificate, said "Essex was very keen to put development control staff from the county and our area offices through proper development control training. TMS delivered the 6 day pilot course and the general feedback from delegates suggests that the course was well presented and provided a good understanding of the development control function for new staff or staff with limited experience working within this discipline".
