Reporting NI 168 and NI 169
DfT Guidance for reporting NI 168 and NI 169 in 2009.
In 2009, local highway authorities in England are required to use SCANNER accredited surveys and a UKPMS accredited pavement management system to produce their NI 168 and NI 169 reports. The guidance urges authorities to check that the survey data have been produced from a survey machine that was accredited at the time of the survey, and that the calculations of the NI 168 & NI 169 values were carried out using a properly accredited version of the pavement management system.
Ideally, local authorities should plan to have SCANNER surveys carried out at approximately the same time each year to minimise variations due to seasonal effects and the impact of the annual maintenance works programme.
IAN 106/08: Guidance Note for Traffic Consultants working on HA Schemes
As traffic flows on the HA and surrounding network increase, there is generally more congestion and the traffic modelling required is becoming more complex. In addition, the current DfT and HA guidance on transport modelling is currently spread amongst a number of sources (DfT's WebTAG, DMRB, CHE Memos and Interim Advice Notes (IANs)).
IAN 106/08 is in effect a checklist to aid in ensuring that all the relevant guidelines is followed and will be of interest to HA staff and their consultants who are, or will be, involved in producing traffic and economic appraisals for major highway schemes, particularly those over £5m in HA's Major Programme of Schemes.

Diesel Spill Survey

The UK Government's National Motorcycle Strategy has identified an "action" to investigate the reporting options for highway defects and develop best practice/supplementary information on clearing road contaminants (including diesel spills).
The National Motorcycle Council is undertaking a national review of how the road is rendered safe following a diesel spill. The Department for Transport, Institute of Highway Engineers and KillSpills are leading on the review.
Diesel deposited on the highway represents a serious danger to all road users but in particular cyclist and motorcyclists. During the period 2000-2005, there were 617 Killed and Seriously Injured casualties as a direct result of diesel spills.
Diesel spills also represent a considerable devaluing of "assets" to the highway authority (a study in Australia has shown that within a short period of time, diesel deposited on the road can reduce the structural rigidity of asphalt increasing road maintenance costs significantly).
This survey is the first stage in developing new national guidelines for the report of highway defects and developing best practice on the treatment of diesel spills. The findings will be presented to the Department for Transport in October 2008 with the aim of issuing national guidelines by 2010.

Speed cameras to fund Road Safety Schemes
IHE welcomed news that money from cameras will be made available to fund road safety schemes.
The Institute's policy on safety cameras issued in 2004 called for the change.

Transportation Planning
The Transport Planning Society (TPS) supported by Go Skills, the Sector Skills Council for Passenger Transport, is leading a national Steering Group to establish a formal qualification for transport planners.
IHE is part of the group with IHT, CILT, TRPI and ICE. Members involved include Tim Edmunds, Norfolk County Council and John Taylor, Atkins backed up by the Institute Secretary.
The first activity of the Steering Group will be identifying the skills sets that will need to be demonstrated by the transport professionals at all three levels. The intention is to establish core competences recognised across all the institutions allowing mutual recognition for transportation professionals at all levels.
