Diesel Spill Survey

The UK Government's National Motorcycle Strategy has identified an "action" to investigate the reporting options for highway defects and develop best practice/supplementary information on clearing road contaminants (including diesel spills).
The National Motorcycle Council is undertaking a national review of how the road is rendered safe following a diesel spill. The Department for Transport, Institute of Highway Incorporated Engineers and KillSpills are leading on the review.
Diesel deposited on the highway represents a serious danger to all road users but in particular cyclist and motorcyclists. During the period 2000-2005, there were 617 Killed and Seriously Injured casualties as a direct result of diesel spills.
Diesel spills also represent a considerable devaluing of "assets" to the highway authority (a study in Australia has shown that within a short period of time, diesel deposited on the road can reduce the structural rigidity of asphalt increasing road maintenance costs significantly).
This survey is the first stage in developing new national guidelines for the report of highway defects and developing best practice on the treatment of diesel spills. The findings will be presented to the Department for Transport in October 2008 with the aim of issuing national guidelines by 2010.

Older People and Home Zones
IHIE is supporting a million pound four year research project into the value and suitability of home zones for older people. The project team is led by Catharine Ward Thompson director of the OPENspace research centre in Edinburgh. It follows on "inclusive design for getting outdoors". (www.idgo.ac.uk).

Consultation on new occupational standards and proposed qualifications for transport planners began on 19th June; the consultation materials are available on both the GoSkills website www.goskills.org and the TPS website www.tps.org.uk/qualifications-consultation.htm. 2006 IHT/BP Bitumen Award
Congratulations to Malcolm James (M) and Bucks County Council colleagues for winning the 2006 IHT/BP Bitumen Award for Promoting Road Safety.
The County cut motorcycle casualties by treating a hazardous bend with marker posts designed to hold riders' eyes around the bend helping them to negotiate it.

Transportation Planning
The Transport Planning Society (TPS) supported by Go Skills, the Sector Skills Council for Passenger Transport, is leading a national Steering Group to establish a formal qualification for transport planners.
IHIE is part of the group with IHT, CILT, TRPI and ICE. Members involved include Tim Edmunds, Norfolk County Council and John Taylor, Atkins backed up by the Institute Secretary.
The first activity of the Steering Group will be identifying the skills sets that will need to be demonstrated by the transport professionals at all three levels. The intention is to establish core competences recognised across all the institutions allowing mutual recognition for transportation professionals at all levels.
